Palm Island Community Company
Palm Island Community Company (PICC) is a community-controlled organisation with nearly 200 staff (75% Palm Islanders) across 16+ services, achieving full community control in 2021. Led by CEO Rachel Atkinson and Board Chair Luella Bligh, PICC is the largest non-government employer on Palm Island. PICC provides comprehensive services including primary health care (Bwgcolman Healing, community-controlled since Sept 2021), family support, community justice, women's healing, crisis accommodation, NDIS, and cultural programs. Independent QATSICPP evaluation found: "Aboriginal children are rarely taken into care on Palm Island" — a direct result of PICC's service model. 91% of staff feel they make a positive community difference. Key initiatives include: - Community Justice Group — court support, mediation, diversion - Women's Healing Service — 12-month holistic case management - Children and Family Centre — early childhood, family strengthening - PICC Station Precinct — 30-year lease Townsville hub for youth justice, manufacturing, training - Social enterprises — automotive, horticulture, retail, hospitality PICC is partnering with JusticeHub to support place-based youth justice reform in Queensland.
