Overview

Oonchiumpa Consultancy and Services is an Aboriginal-owned and operated organisation established by traditional owners and native title holders of Mparntwe (Alice Springs). Founded on the principle of "Two Cultures, One World, Working Together," Oonchiumpa provides culturally-led programs and services focused on supporting at-risk Aboriginal youth and their families. The organisation delivers a range of services including youth mentoring and support, cultural awareness training, welcome to country ceremonies, on-country experiences, and tourism initiatives. Oonchiumpa's approach centres on strengthening Aboriginal identity while empowering young people to successfully navigate both Aboriginal and non-Aboriginal worlds. With deep cultural authority and knowledge, Oonchiumpa works to address the complex challenges facing Aboriginal young people in Central Australia by reconnecting them to culture, country, and community while building pathways to education, employment, and positive social engagement.

Partnership Initiatives

Multiple partnerships including with Australian National University and University of Canberra

Oonchiumpa has demonstrated significant impact through its culturally-led approach to supporting at-risk Aboriginal youth. Success stories documented include young people gaining employment in their communities, reconnecting with cultural identity and practices, and developing pride and confidence in their Aboriginal heritage.

The organisation has successfully worked with young people previously involved in the juvenile justice system, helping them avoid reoffending and find positive pathways forward. Through initiatives like the Atnarpa Homestead cultural experiences and structured mentoring programs, Oonchiumpa has created opportunities for young people to learn from Elders, develop new skills, and form stronger connections to culture and community.

Programs delivered over school holiday periods have provided constructive activities and engagement for young people, contributing to community safety and reduced antisocial behaviour while building cultural knowledge and personal development.

Overview

Vision Statement

Our vision is for Aboriginal young people to have strong cultural identities, respect for themselves and their communities, and the skills to navigate both traditional and contemporary worlds successfully. We envision a future where Aboriginal people lead initiatives that strengthen connections to country and culture while creating sustainable economic opportunities and social wellbeing.

Approach to Jusitce

Oonchiumpa approaches justice from a culturally-informed, restorative perspective that emphasises connection to culture, country, and community as alternatives to punitive measures. The organisation actively challenges the trend toward increased youth detention, advocating instead for community-led diversion programs that address underlying causes of antisocial behaviour.

This approach recognises that international research shows detention is ineffective at reducing reoffending and that culturally-appropriate alternatives produce better outcomes. Oonchiumpa works to provide young people with positive pathways through mentoring, cultural connection, and practical support that builds skills and identity.

By engaging young people in cultural activities and connecting them with Elders and positive role models, Oonchiumpa aims to create alternatives to the cycle of offending and detention that affects many Aboriginal youth in the region.

Methodology

Oonchiumpa's methodology is grounded in Aboriginal cultural authority and knowledge. Programs and services are designed and delivered by traditional owners who understand both the cultural protocols and contemporary challenges facing Aboriginal young people.

The organisation utilises a "cultural brokerage" approach, connecting young people with appropriate Elders, services, and cultural knowledge to strengthen their identity and help them navigate between traditional and contemporary worlds. Cultural camps, bush trips, and on-country experiences form a central part of this methodology, providing immersive environments where young people can learn directly from Elders in traditional settings.

This approach recognises that culture is not just a set of practices but a foundation for identity, wellbeing, and resilience. By centring Aboriginal cultural knowledge and authority, Oonchiumpa creates spaces where young people can develop pride in their heritage while gaining practical skills for navigating contemporary society.

Knowledge Systems

Oonchiumpa works within and respects traditional Arrernte knowledge systems while recognising the realities of contemporary society. The organisation acknowledges the importance of songlines (Altyerre), cultural responsibilities to country, and kinship systems as frameworks that inform identity and behaviour.

These knowledge systems are integrated with contemporary approaches to youth engagement, mentoring, and service delivery, creating a holistic model that bridges traditional and modern worlds. This integration respects the continuing relevance of traditional knowledge while addressing the practical challenges facing young people today.

Oonchiumpa recognises that Aboriginal knowledge systems have developed over tens of thousands of years and contain valuable insights about relationships between people, country, and community that remain relevant for addressing contemporary challenges.

"We hope that by providing culturally appropriate training, mentorship and referral services we will empower young people and their families to achieve independence and resilience in the non-Aboriginal World while also reinforcing respect and knowledge of culture, country and elders, as has been taught to us for all of time." - Kristy Bloomfield
