What happened
VC, a woman in Moldova, was subjected to repeated domestic violence by her partner over a prolonged period. She sought protection from Moldovan authorities on multiple occasions but the state failed to take adequate protective measures, prosecute the perpetrator effectively, or provide her with meaningful remedies. VC subsequently died, and the NGO Promo-LEX brought the communication on her behalf before the Committee on the Elimination of Discrimination against Women (CEDAW Committee), alleging that Moldova had failed to protect her from gender-based violence in violation of the Convention on the Elimination of All Forms of Discrimination against Women.
